INVITATION TO BID-JACKSON LABORATORY

Notice is hereby given that the Jackson Laboratory will receive sealed Bids for the Building 250 Ellsworth Expansion, Ellsworth, Maine in accordance with the Invitation to Bid, Bid Form, Agreement, General Conditions, Supplementary Conditions, Specifications, and Drawings. This project will be funded in part by the Economic Development Administration (EDA# 01-01-14689) and the successful bidder will have to meet all the requirements of the funding agency. Failure to comply with any of these conditions may result in the Bidder being determined non-responsive and therefore, not entitled to the award of this contract. Sealed Bids will be received at the Jackson Laboratory, 600 Main Street, Bar Harbor, Maine 04609 until 3:00 p.m., Local Time, on Monday, October 3, 2016, and then publicly opened and read aloud. The Bid should be clearly marked "The Jackson Laboratory-Building 250 Ellsworth Expansion". The work shall consist of the following: Demolition and removal of existing concrete slab; installation of a 40,000 gallon underground LP tank; installation of a 40,000 gallon #2 fuel oil tank; associated tank components including piping and pumping to proposed building addition; underground electrical conduits from existing Emera site service to proposed transformer locations and to building; stormwater control and conveyance system improvements; disassembly of existing keystone retaining wall and reassembly of wall; replacement and repairs to all existing site improvements disturbed during construction; excavation for foundation; installation of foundation; erection of structural steel including lateral bracing; installation of second floor deck including accessories; installation of second floor slab; installation of roof deck, insulation, protection board, roof membrane, and roof drains; and installation of exterior curtain wall including sheathing and openings. The project shall be substantially completed within 150 days and completed and ready for final payment within 180 days. A Mandatory Pre-Bid meeting will be held at 1:00 p.m. on Monday, September 12, 2016 at the Jackson Laboratory Building 250 located at 21 Kingsland Crossing in Ellsworth, Maine. The Project Manual may be examined at the following locations: CES, Inc., 465 South Main Street, Brewer, Maine 04412 Copies of the Project Manual (paper and/or digital) may be obtained at CES, Inc. located at 465 South Main Street, P.O. Box 639, Brewer, Maine, 04412 on or about Monday, August 29, 2016. There is a non-refundable payment of $200.00 for each set. Bidders must purchase a Project Manual for their bid to be considered. Bid Security in the amount of five percent of the Total Bid must be submitted as part of the bid. The Bid Security may be either a proposal guarantee bond executed by a surety company authorized to do business in the State of Maine or a certified check drawn upon a bank within the State of Maine. No Bid may be withdrawn for at least 60 days after receipt of Bids unless released by the Owner. Bids submitted without Bid Security and completed certification forms will not be considered. Disclaimer: Any awarded contract is expected to be funded, in part, by the Economic Development Administration. Neither the Economic Development Administration nor any of its departments, agencies, or employees is or will be a party to the contract. The Contractor must comply with all associated requirements as stated herein. The Jackson Laboratory reserves the right to reject any or all Bids, to waive any technical or legal deficiencies, to reject any unbalanced bids, to accept any Bid that it may deem to be in the best interests of the Owner, to negotiate the Contract Price with any Bidder, and to omit any item or items deemed advisable for the interest of the Owner.
