Public Input for Proposed Rules
Notices are published each Wednesday to alert the public regarding state agency rule-making. You may obtain a copy of any rule by notifying the agency contact person. You may also comment on the rule, and/or attend the public hearing. If no hearing is scheduled, you may request one - the agency may then schedule a hearing, and must do so if 5 or more persons request it. If you are disabled or need special services to attend a hearing, please notify the agency contact person at least 7 days prior to it. Petitions: you can petition an agency to adopt, amend, or repeal any rule; the agency must provide you with petition forms, and must respond to your petition within 60 days. The agency must enter rule-making if the petition is signed by 150 or more registered voters, and may begin rule-making if there are fewer. You can also petition the Legislature to review a rule; the Executive Director of the Legislative Council (115 State House Station, Augusta, ME 04333, phone (207) 287-1615) will provide you with the necessary petition forms. The appropriate legislative committee will review a rule upon receipt of a petition from 100 or more registered voters, or from "...any person who may be directly, substantially and adversely affected by the application of a rule..." BRIEF SUMMARY:
Ch. 9 - The proposed amendment would prohibit trailers (horses starting in second tier) in Sire Stakes Races.
Ch. 11 - The proposed amendments would clarify the standards and expectations covering the administration of therapeutic substances to race horses and synchronize the classification of substances between Ch. 11 and Ch. 17.
Ch. 17 - The proposed amendments would eliminate the requirement to consider mitigating circumstances for violations of prohibited substances requirements, would clarify how repeated offenses are calculated and would allow for the suspension of horses for certain violations.

RULE TITLE OR SUBJECT: Ch. 61, Maine Milk Pool Cost of Administration
PROPOSED RULE NUMBER: 2017-P016
CONCISE SUMMARY: The principal reason for this rule-making is to amend the cost of administering the Maine Milk Pool. Costs incurred for the Maine Milk Pool for personnel services and for operation was approximately $60,000 in 2016. Based on the last twelve months expenses, it is estimated that the Pool costs for similar expenses for 2017 will be approximately $60,000.
The total pounds in the Pool for the last twelve months (December 2015 - November 2016) were approximately 622,132,348. It is estimated that the total pounds in the Pool for 2016 will be approximately the same.
Based on the above projected costs and pounds the Pool Administrator proposes to set the rate per hundredweight of milk for the cost of administering the Pool for calendar year 2017 at $0.01/cwt. This represents no change from 2016.

CHAPTER NUMBER AND TITLE: Ch. 101, Loan Insurance Program
BRIEF SUMMARY: The Amendment changes the maximum amount of leveraged loan insurance that the Authority can provide to one Borrower from $1 million to $2.5 million, and makes other changes to conform to contingent statute changes made by PL 2015 ch. 38 §1.
