The Broadway Resurfacing III Project is a Maine Federal Aid Project No. STP 1863(900)X/, MDOT WIN 18639.00, located along a portion of Broadway starting at Center Street and extending westerly 0.74 miles to just past Husson Avenue, Bangor, Maine.
For consideration, the attached bid form sealed in an envelope, distinctly marked

must be received at the Office of the City of Bangor Purchasing Agent by 2:00 PM, Wednesday, May 17, 2017.
A prebid meeting will be held on May 11, 2017 at 2:00 p.m. at the City of Bangor's Engineering Department, 73 Harlow Street, Bangor, Maine.
Bid security in the amount of 5% of the bid price will be required in the form of cash, a certified check or bid bond.
This project is subject to the Federal Labor Standards Provisions and Davis-Bacon Wage Rate Determination. All work shall be governed by State of Maine Department of Transportation, "Standard Specification", revision of November 2014, and "Standard Details", revision of November 2014.

BRIEF SUMMARY: The Maine Department of Corrections is proposing that the amendment of rule Ch. 11 Subsection 18.19.1 "Use of Mechanical Restraints on a Pregnant Prisoner or Pregnant Resident", adopted as an emergency rule on April 13, 2017 be permanently adopted.
This proposal amends the rule from requiring a security supervisor to be present during the transport of a pregnant prisoner or resident to allowing the Chief Administrative Officer, or designee, to determine whether a security supervisor needs to be present. Regardless of whether a security supervisor is present or not, the use of mechanical restraints will still require a decision by a security supervisor.

CHAPTER NUMBER AND TITLE: Ch. 21, Use of Controlled Substances for Treatment of Pain
PROPOSED RULE NUMBER: 2017-P045, P046, P047, P048
BRIEF SUMMARY: The Board of Licensure in Medicine, State Board of Nursing, Board of Osteopathic Licensure, and Board of Licensure of Podiatric Medicine propose a joint rule regarding the use of controlled substances for treatment of pain. The proposed rule repeals and replaces an existing joint rule regarding prescribing controlled substances to treat pain. The proposed joint rule: defines certain terms; requires that clinicians achieve and maintain competence in assessing and treating pain; requires that clinicians consider the use of non-pharmacologic modalities and non-controlled drugs in treatment of pain prior to prescribing controlled substances; requires that clinicians use and document Universal Precautions when prescribing controlled substances (i.e. evaluating the patient including conducting a risk assessment to minimize the potential for adverse effects, abuse, misuse, diversion, addiction and overdose, developing a treatment plan, obtaining informed consent, employing a treatment agreement, monitoring, and creating and maintaining medical records); requires that clinicians report illegal acts such as the illegal acquisition and selling of drugs; requires clinicians comply with state and federal controlled substance laws and regulations and CDC guideline for prescribing opioids; and requires clinicians who prescribe controlled substances to maintain current clinical knowledge by complying with continuing education requirements.
