The Department of the Navy gives notice, per the National Environmental Policy Act of 1969 (NEPA), Council on Environmental Quality regulations in 40 Code of Federal Regulations (CFR) part 1500-1580, and U.S. Navy NEPA regulations in 32 CFR part 775, that a FONSI has been issued for the demolition of the fuel pier and relocation of the salt water pump operation at the Naval Computer and Telecommunications Area Master Station, Atlantic Detachment Cutler, Washington County, Maine. The proposed action is needed to minimize safety hazards and prevent further hazards, while maintaining an operational fire suppression system. The FONSI is based on an Environmental Assessment (EA), which concluded that an Environmental Impact Statement is not required. The EA examined the Action Alternative and the No Action Alternative. Under the Proposed Action, the Navy would demolish the fueling pier and relocate the salt water pump operation on to the shore. Under the No Action Alternative, no work would occur and the pier structure would continue to deteriorate. The EA considered potential impact on the natural and human environment. Based on the information gathered during preparation of the EA, the U.S. Navy determined that the Proposed Action would not significantly affect the environment. The EA and FONSI may be obtained upon request from: Naval Facilities Engineering Command, Mid-Atlantic, Environmental Planning Division, 9324 Virginia Avenue, Bldg. Z-144, Norfolk, Virginia 23511 (Attn: Caren Hendrickson, Project Manager). Phone: (757) 341-1985 or caren.hendrickson@navy.mil. March 24, 25, 26, 2016
