Notice is hereby given that the City of Bangor, Maine will receive sealed Bids for the [font=font36821]Odlin Road Pump Station Replacement project[/font] in accordance with the Invitation to Bids, Bid Form, Agreement, General Conditions, Supplementary Conditions, Specifications, and Drawings. This project will be funded in part by the State of Maine Department of Environmental Protection (DEP) Clean Water State Revolving Loan Fund (CWSRF) program and the successful bidder will have to meet all the requirements of the funding agency. Failure to comply with any of these conditions may result in the Bidder being determined non-responsive and therefore, not entitled to the award of this contract. The award decision is based on the lowest most responsive and responsible Bidder. Sealed Bids should be clearly marked "City of Bangor Odlin Road Pump Station Replacement." Sealed Bids must be received at the Office of the City Purchasing Agent, 73 Harlow Street, Bangor, Maine by [font=font36821]2:00 p.m., Local Time, on Wednesday June 13, 2018[/font]. At that time, submitted bids will be publicly opened and read aloud in the 3rd floor conference room at City Hall. The work shall consist of the replacement of the City of Bangor's existing Odlin Road pump station including the replacement of the structures, pumps, pump control system, electrical system, and miscellaneous equipment. The project shall also include the abandonment of the Dow Trunk Line. The project shall be substantially completed by November 30, 2018. A non-mandatory Pre-Bid meeting will be held at [font=font36821]2:30 p.m. on Wednesday, May 23, 2018,[/font] in Council Chambers at the Bangor City Hall, 73 Harlow Street, Bangor, Maine. Any questions concerning this request for proposals must be directed in writing to [u]bids@bangormaine.gov[/u] no later than 4:30 PM, Wednesday, May 30, 2018. The City will issue a response to any questions or inquiries submitted in writing by the date above, on or before [font=font36821]4:30 PM, Wednesday June 6, 2018[/font]. The response will be in the form of an addendum, which will be available on the City of Bangor's website. Specifications may be obtained at the Engineering Department, City Hall, 73 Harlow Street, Bangor, Maine 04401, for a one hundred [font=font36821]($100.00)[/font] charge. If plans need to be mailed, an additional fee of thirty-five [font=font36821]($35.00)[/font] will be charged. PDF files of the construction documents are available for download on the City of Bangor's website. Contractors downloading plans should e-mail the City Engineering Department at [u]cheri.sikes@bangormaine.gov[/u] so that the City has a record of project plan holders. Bid Security in the amount of five percent of the Total Bid must be submitted as part of the bid. The Bid Security may be either a proposal guarantee bond executed by a surety company authorized to do business in the State of Maine or a certified check drawn upon a bank within the State of Maine. No Bid may be withdrawn for at least 60 days after receipt of Bids unless released by the Owner. Bids submitted without Bid Security and completed certification forms will not be considered. The successful Bidder shall perform the work and furnish a Performance and Payment bond, each in the amount of 100% of the Contract price with a corporate surety authorized to do business in the State of Maine. The Contractor shall guarantee all materials and equipment furnished and work performed for a period of one year from the date of substantial completion. The Performance Bond shall remain in full force and in effect through the guarantee period. This project is subject to all requirements of the Davis-Bacon Act concerning wage rates and fringe benefits. The Federal Wage Decision Number for this project is ME180107. SRF Disadvantaged Business Enterprises Program: The contractor must comply with the Disadvantaged Business Enterprises (DBE) SRF special requirements contained in the CWSRF Supplementary Conditions. Failure of the successful bidder to complete the pre-award requirements of this program may result in finding that the bidder is non-responsible and therefore not entitled to award of this contract. Federal Requirements: The contractor must comply with all Federal Requirements per the CWSRF Supplementary Conditions, including submittal of pre-award certification regarding Lobbying. Davis-Bacon and Related Acts: The contractor must comply with Davis- Bacon (DB) and Davis-Bacon Related Acts (DBRA) as stated in the CWSRF Supplementary Conditions. All laborers and mechanics employed by the contractor and subcontractors on this project shall not be paid less than the prevailing wage rates contained in the wage determination published in the bidding documents. Any laborers and mechanics not listed in the wage determination shall be paid at least as much as the lowest wage rate for other similar trade classifications already contained in the wage determination published in the bidding documents. American Iron and Steel: The Contractor shall comply with the Use of American Iron and Steel requirements on this project Disclaimer: This contract is expected to be funded in whole or in part by the State of Maine Department of Environmental Protection (DEP) Clean Water State Revolving Loan Fund (CWSRF) program. Neither the State of Maine nor any of its departments, agencies, or employees is or will be a party to this contract. The word "agency" in the contract documents refers to the DEP and all other involved funding agencies. The Contractor must comply with all associated requirements as stated herein. The City of Bangor reserves the right to reject any or all Bids, to waive any technical or legal deficiencies, to reject any unbalanced bids, to accept any Bid that it may deem to be in the best interests of the Owner, to negotiate the Contract Price with any Bidder, and to omit any item or items deemed advisable for the interest of the Owner.
