Town of East Millinocket, Maine East Millinocket, Maine Secondary Wastewater Treatment Facility Upgrade Sealed Bids for the construction of the Secondary Wastewater Treatment Facility Upgrade will be received by the Town of East Millinocket, Maine, at the Town Office, 53 Main Street, East Millinocket, Maine 04430, until 2:00 PM local time on December 21, 2017, at which time the Bids received will be publicly opened and read. Each bidder must submit a single sealed envelope, the outside of which must be clearly marked "BID ENCLOSED - TOWN OF EAST MILLINOCKET, MAINE, SECONDARY WASTEWATER TREATMENT FACILITY UPGRADE." The Base Bid Work involves, the removal, dewatering and disposal of sludge from the existing aerated lagoon; cleaning of existing primary and secondary clarifiers; temporary treatment of wastewater in the primary settling lagoon with temporary aeration; upgrade of the existing secondary lagoon with earthen berm and HDPE liner; aeration, process, sanitary, water, storm drainage, chemical and underdrain piping; manholes, valve pits, and drain manholes; underground electrical and instrumentation ductbanks; new lagoon outlet structures; new headworks and blower buildings; new chlorine contact tank and emergency generator system; rehabilitation of the existing Control Building; site work including fencing, bituminous pavement, grading, loaming and seeding; hazardous abatement of existing structures, concrete, miscellaneous metals, painting, mechanical, plumbing, instrumentation and electrical work and miscellaneous demolition work. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, with additive alternate bid items as indicated in the Bid Form. The Bid Alternates include: demolition of piping and process equipment in basement of Control Building; demolition of the town's primary clarifiers; demolition of the GNP primary clarifier; demolition of the GNP Operations Building; new photovoltaic system for the Control and Blower Buildings; new screenings washpress; and abatement of hazardous materials for the GNP primary clarifier and GNP Operations Building. Prospective Bidders may examine the Bidding Documents at the following locations: 1. Town of East Millinocket, Maine, Town Hall, 53 Main Street, East Millinocket, Maine; 2. Construction Summary, 734 Chestnut Street, Manchester, NH 03104; The Issuing Office for the Bidding Documents is Wright-Pierce, 11 Bowdoin Mill Island, Suite 140, Topsham, Maine 04086. Bidding Documents may be obtained in PDF format from the Issuing Office at www.wright-pierce.com/projects.aspx. Partial sets will not be distributed. Non-refundable fees for Bidding Documents are as follows: Electronic PDF format = $50.00 per download. To be considered a responsive Bidder, the Contractor shall have obtained at least one set of Bidding Documents from the Issuing Office. The Bid will not be awarded to a Bidder unless a record for obtaining at least one set of Bidding Documents exists in the Issuing Office. To meet this requirement and to establish the record of receipt, a prospective Bidder must obtain Bidding Documents using the name that is to appear on the Bid Form. A non-mandatory pre-bid conference will be held at the Town of East Millinocket Town Hall, on December 7, 2017 at 10:30 AM; with a post-meeting walk-through of the East Millinocket Wastewater Treatment Facility. Attendance and participation is encouraged. Any contract or contracts awarded under the Invitation to Bid will be funded in part by a loan/grant from the Maine Department of Environmental Protection (DEP) Clean Water State Revolving Loan Fund (CWSRF) program, Maine Department of Economic and Community Development - Community Development Block Grant (CDBG), and United States Department of Agriculture - Rural Utilities Services (RUS). Neither the United States, State of Maine, nor any of their Departments, agencies, or employees will be a party to this invitation or any resulting contract. The contractor must comply with Davis-Bacon (DB) and Davis-Bacon Related Acts (DBRA) as stated in the CWSRF Supplementary Conditions. All laborers and mechanics employed by the contractor and subcontractors on this project shall not be paid less than the prevailing wage rates contained in the wage determination published in the bidding documents. Any laborers and mechanics not listed in the wage determination shall be paid at least as much as the lowest wage rate for other similar trade classifications already contained in the wage determination published in the bidding documents. The contractor must comply with the Disadvantaged Business Enterprises (DBE) SRF special requirements contained in the CWSRF Supplementary Conditions. Failure of the successful bidder to complete the pre-award requirements of this program may result in finding that the bidder is non-responsible and therefore not entitled to award of this contract. The contractor must comply with all Federal Requirements per the CWSRF Supplementary Conditions, including submittal of pre-award certification regarding Lobbying. The Contractor shall comply with the Use of American Iron and Steel requirements on this project. A completed Bid Form, Experience Statement, Executive Order No. 3 Compliance Statement, and bid security in the amount of 5% of the Bidder's maximum bid price must be submitted with the Bid. The Bid Security shall be in the form of a certified check or Bid bond issued by a surety company meeting the requirements of General Conditions. Bid Security shall be made payable to the Town of East Millinocket, Maine. Bids submitted without Bid Security will not be considered. No Bid may be withdrawn for at least 90 days after receipt of Bids unless released by the Owner. The successful bidder must furnish a complete list of sub-bidders, if requested by the Engineer. The successful bidder must furnish, within 15 days after the Notice of Award, four sets of signed Contract Documents, plus a Certification of Non-Segregated Facilities, 100% Performance Bond, 100% Payment Bond and proof of insurance documentation acceptable to the Owner. The successful bidder must begin execution of this Contract within 10 days following the Notice to Proceed. The Town of East Millinocket, Maine reserves the right to reject any or all Bids, to waive any technical or legal deficiencies, and to accept any Bid that it may deem to be in the best interests of the Town.
