The Maine Department of Environmental Protection (MEDEP), Petroleum Management Division is hereby providing public notice of the intent of MEDEP to enter into a Memorandum of Agreement for the City of Bangor to establish an alternative procedure to the immediate reporting of oil discharges of ten (10) gallons or less at their Bangor facility. The City of Bangor Wastewater Treatment Plant would be allowed to maintain a log of these spills at the facility that would be available to MEDEP personnel upon request. The City of Bangor Wastewater Treatment Plant would also be required to send a copy of this log to MEDEP for review on an annual basis. This agreement would expire three (3) years from the signature date and would need to be renewed at that time.
The purpose of this public notice is to initiate a thirty (30) day comment period beginning on the date of publication. During this period, the public is invited to comment in writing on the proposal. The public may view a copy of the Memorandum of Agreement at MEDEP's Augusta offices. A copy of the Memorandum of Agreement has to be mailed to the clerk's office in Bangor, Maine. Comments must be received by the Department by 5:00 PM on the 10th day of September, 2017. A final decision regarding the proposed Memorandum of Agreement will not be made until the comment period has ended. If needed, a Response to Comment will be available by mail upon written request. Written requests for a copy of the Response to Comment must be received within forty-five (45) days of the date of publication of this public notice.
